What is TPA and why does it block filings?

Third Party Administrator (TPA) access is a state-level authorization that allows Check to file taxes on behalf of an employer with a given agency. Certain state and local agencies require that the employer explicitly grant this access — Check cannot bypass or complete it on their behalf. Other agencies only require it for amended filings or tax notice resolution.

In the case where it is required to file an original tax return, if TPA access has not been granted, the employer's filing will appear as blocked in the Filing API and on the Console Blocking Report. It will remain blocked until resolved. TPA is a one-time setup per agency, but must be completed before the filing close date.

How does this relate to the closed_at date?

Check closes filings at least 8 business days before the due date. Any filing that remains blocked after the closed_at date — including due to missing TPA — will be treated as a delayed filing for billing purposes. Resolving TPA blockers before the close date avoids this.

Section 2 — TPA required for amendments, refiles, SUI Rate Exchange, and notice resolution

Not needed for an original filing. Becomes required the moment an amendment, refile, or agency notice comes up — at which point the employer will be contacted and the work waits until access is granted.

Note — if the agency requires a POA, it is important that the owner/officer has signed that POA for it to be accepted. In the event an owner/officer did not sign the POA, the current form will be deleted from the company which will force a new signing requirement.
